Emergency Relief Program Ordinance

On August 12, 2025, at the request of the Mayor,  Council passed an Emergency Relief Program Ordinance that will appropriate $50,000 to assist residents that were impacted by the heavy rains and flooding that occurred in the village over the July 25-27, 2025 weekend.

 

Applications for Emergency Relief

Applications must be received no later than close of business on August 22, 2025. The village anticipates making the grant awards before the end of August. Requests for material assistance should be filled sooner.

Applications can be emailed to Mayor@lithopolis.org or dropped off at the Municipal Building located at 11820 Lithopolis Rd.

Application Criteria

The following criteria will be utilized by the Village of Lithopolis in awarding grant funding for the Emergency Relief Program.

 

  • Geographic Location – The incorporated limits of the Village of Lithopolis.

 

  • Eligible Household – Applicant for funding grant must be an owner-occupied residential home. Applicant for material assistance may be any property within the corporation limit.

Applicants are ineligible if they have any of the following:

  1. A past due utility account;
  2. Zoning or building delinquencies (fees, outstanding permits, adjudications);
  3. Outstanding Mayor’s Court fines or judgements.
  • Grant Funding Eligibility – Reimbursement for emergency structural repairs that affects occupancy, replacement costs of HVAC or water tanks, grade or hardscaping repairs and/or clean-up costs. The replacement of household goods is not eligible.

 

  • Material Assistance Eligibility – Gravel, crushed asphalt or other stone product replacement in washouts and debris removal or clearing of waterways.

 

 

Application Requirements

Each application must include following.

  1. Owners’ name, phone number and address.
  2. Impact or damage with supporting pictures (no videos).
  3.  Receipts for repairs that have already been made.
  4.  Estimates for work that is not yet completed.
  5.  Certification for work completed by resident.
  6. Amount of grant funding or material or materials requested.
  7. Signed and dated.

Application Scoring

Applications will be scored by the Village Administrator and Fiscal Officer with points awarded as follows –

  • Interior damage 2 points (does not affect occupancy)
  • Exterior damage 3 points (does not affect occupancy)
  • Combination 2 points (does not affect occupancy)
  • Structural work 10 points (certified by an engineer that affects occupancy)
  • Replacement cost only 5 points (HVAC or hot water tanks)
  • Grade or hardscaping 4 points (to improve drainage)
  • Clean-up reimbursement 2 points (with other categories)
  • Clean-up reimbursement 8 points (clean-up only)
  • < $500 requested 10 points
  • $501-$1,000 5 points
  • $1,001-$2,500 3 points
  • $2,501-$3,500 1 point
  • >$3,501 0 points
  • Discretionary 1-5 points (must be justified)
  • Material requests only 10 points

 

Applicants will be ranked according to points and award amounts determined based on points, amount and urgency of work, amount requested and to ensure the greatest number of impacted residents receive some amount of assistance.

All scoring is at the judgment of the Village Administrator and Fiscal Officer and final; any scoring ties will be broken by the Mayor.
